The rural development management has to do, among other subjects, to modern instruments of management, such as strategic operative planning, budgeting according to plans of rural development, coordination of the implementation of plans, programs and projects, monitoring + evaluation of the processes of development and human resources training.

It involves the transition of concepts and rigid instruments towards more participative and pluri-disciplinary procedures. This requires the implementation of database, program and project bases, geographic information systems (GIS), budget elaboration under the methodology of “zero-base” and practices of follow-up and evaluation at the macro, meso and micro levels. For this procedures and instruments can produce synergies and drive effectively the development of nations, there has to be connection between interests, objectives, plans, programs and projects or at least, there should not be inconsistency between them.

This connection must occur between the national, departmental and municipal level (the case of Paraguay), just as between institutions and stakeholders that operate in the same administrative level. It is important, by law, to elaborate a concept referred to the territories management in the context of a National System of Planning or a National System of Development Management. The consultant has experts with wide experience in rural development management and rural territory based on work done at all the administrative levels (national and sub-national) in Paraguay.
