Development processes respond to demand and are planned, implemented, monitored and evaluated by people that represent target groups of the development actions and by representatives of the service institutions involved in entrepreneurship, whether they are from the public sector (national and sub-national), private sector and civil society.

More skills and abilities are required, greater and greater every day, to handle the complexity of processes that aim to provide specific answers (take action) to the demand of the target population and to obtain results (achieve product or services) that can change sustainably unpleasant situations.

Human resources with responsibility in development processes must have the vision and capacity to promote and lead the cooperation and complementary management between target groups and services providers institutions, that is gained by the articulation and coordination of activities that can answer to agreed objectives and goals, to strategies and stipulated operative plans and that can count on the relevant budget support. Also, an important instrument to be managed by the processes leaders is the knowledge management that consist in the identification of substantial experiences and knowledge of a program or project, its processing, the networking between their parties and its availability to correct and increase the efficiency of the entrepreneurship.

In this context, the Consultant is proven enable to build an innovation culture and strategy and to train human resources according to modern standards of management, that includes diagnose, planning, budgeting, coordination, monitoring + evaluation and the knowledge management of programs and projects, both in the economic aspects and to social and environmental ones.
