Positively engage in the process of rural development means, first and foremost, to encourage cooperation and complementary between service provider institutions in the rural industry, whether governmental, non-governmental or private sector, existing at the national level or sub-national level.

The success or failure of development interventions depends also on internal factors (ethic, principles, leadership) and the context (individualism versus solidarity in the cultural aspect, competitiveness versus cooperation in the economic aspect and democracy versus authoritarianism in the politic aspect). According to our experience, the rural territorial development is mainly associated (among others) with the following conditions:

• Moral solvency and intellectual capacity of government officials and politicians.

• The ability of government at various administrative levels (national and sub-national) or civil organizations, to develop the planning, implementation, monitoring and evaluation of impacts and tasks of the productive transformation (Value Chains) jointly.

• The venues and mechanisms needed for the public-private debates (round tables or councils of inter-agency coordination lead by the government).

The consultant has vast experience in the area in Paraguay, especially in the departments of Concepción, Itapúa, San Pedro, Caaguazú, Guairá, Caazapá and Paraguarí. It has also done consulting related to rural development management and sustainable management of natural resources in Colombia, Brazil, Dominican Republic, Peru, Ecuador y Cambodia (Asia).
