Nathalia Raquel Rodríguez Romero is an Economist by the Universidad Nacional de Asunción (UNA), has a major in Economics by the Torcuato Di Tella University, Argentina, also has studied Econometrics at the same university. Currently she is in the thesis preparation phase for the Master in Project Management at the Americana University.

She did courses in the fields of innovation management, industrial competitiveness, economic development and Value Chain analysis. She worked as a consultant at the World Bank in technical assessment in areas related competitiveness non-lending and in supporting of reforms in indicators framework of Doing Business in Paraguay and value chains studies, as well as consultant for the Paraguayan Industrial Union on innovation management issues.

In addition, for the Inter-American Development Bank (IDB) she did consulting in the areas of investment opportunities, investment framework for pension funds and fostering micro, small and medium enterprises. Thus, she played roles at the Industry and Trade Ministry (MIC), as General Director of Industrial Policy where she worked in the areas of development of statistics and studies of de industrial sector, as coordinator of the Technical Studies Unit for the Industry (UTEPI) of the MIC, participated in publications about Industrial competitiveness, country cost, Leather Value Chains, Soy Value Chain and about the pharmaceutical industry with the technical and financial support of the United Nation Industrial Development Organization. In the beginning of her career, she undertook an internship at the Paraguayan Central Bank in the Department of International Economy.

Agricultural Engineer Enrique Galarza Consultant

Master in Fruit Production. Specialist in fruit production, strategies of industrial efficiency, elaboration and control of operative budget.

Enrique Galarza Areco is an Agricultural Engineer by the Universidad Nacional de Asunción (UNA), Master in Fruit Production by the Chilean University; at the Universidad Nacional de Itapúa (UNI) he got a Degree in Legislation and Environmental Impact Assessment and a Degree in Environmental Audit. He has worked at the Regional Center of Agricultural Investigation of the MAG; at Kress Holding for (KIMEX S.R.L., FRUTIKA S.R.L., Estancia BEATE S.R.L) more than 20 years, where he served as Production Manager.

During his career he achieved the development of production systems combining several items, efficiency strategies in the use of resources such as land, water, human resources, equipment and machines, planning based on stable markets. He specialized in planning and operational cost control and human resources training. Nowadays, he works as independent consultant, advising in the fruit production field, in industrial efficiency operation, elaboration of operational costs, environmental legislation, organic production and producer of seedlings of fruit plants. At A-Fines S.R.L. he has done consulting projects in the areas of Feasibility Studies, Vegetable and Fruit Value Chains and Environmental Legislation.

Public Accountant Noelia Delgado Consultant

Master in Accounting and Auditing. Specialist in trade, accounting, Value Chains.

Noelia Elizabeth Delgado Brítez is a Public Accountant by the Universidad Nacional de Asunción (UNA), Master in Accounting and Auditing by the San Sebastián University and has a Degree in Project Management by the EDAN.

She worked as accountant for PKF-Controller, and for the “Paraguay Productivo” Project (contractor company: Carana corporation), where later she worked as operation manager. In the field of projects, she was coordinator at the La Norteña Ycuamandiyú Ltda. Co-op for the project “Improving the quality and traceability process of aromatic and medicinal herbs”, financed by the European Union through the Support for the Integration of the Economy in Paraguay Program (AIEP), conducted by the Ministry of Industry and Trade (MIC). As well, she acted as General Coordinator by the Paraguay Vende Foundation, in the “The Fruit production as an opportunity to access high value markets and sustainable supply” Project, financed by the Inter-American Development Bank (IDB). Then she collaborated as Financial Advisor.

Since 2015 she collaborates with the representative as local lease for the Inter American Foundation (IAF) in Paraguay, in logistic services for the activity’s finances by the foundation, advice on the financial management of the grantees, support in the SAM registry of the grantees. She also worked as teacher of the Master in Agribusiness Management in the subject: Agri-food Chains. At present, she is the operation manager at A-Fines S.R.L., where she also collaborates in various projects related to Value Chains and investments.

Agricultural Engineer Ricardo Malvetti Consultor

Ricardo Malvetti Caligaris is an Agricultural Engineer by the Universidad Nacional de Asunción (UNA); Master in Agricultural and Cattle-raise Production and Management by the Kansas State University (KSU), USA. He took courses in Paraguay, United States, Brazil and Argentina, about agricultural and cattle-raise production, among others. He conducted important investigations in Paraguay and abroad about cattle-raise and agricultural production of soy, corn and sorghum.

He was Manager of Crop Production at Concret Mix S.A. and at Establecimiento Vanguardia S.A. Nowadays he works in Advising and Consuling at Malvetti y Asociados. He took part of multidisciplinary projects with other Agribusiness Consultancy Companies and Financial Entities. He acts as Production Manager at Estancia Ibérica S.A. and Haren S.A., enterprises related to agricultural production and cattle-raise. Accountant Javier Gamarra Oscariz Consultant

Expert in Business Acceleration Specialist in rural finances, former Paraguay Productivo-USAID Project.

Javier Gamarra Oscariz is an Accountant by the National University of Asunción (UNA); MBA emphasized in Negotiation and Management Advising by the ULACEX and has a postgraduate diploma in Promotion and Development of Value Chains at the FCA-UNA.

During 2020, he performed as Director of the Inclusive Value Chain Program (PCVI) for Rural Development, implemented by the Federation of Production Cooperatives (FECOPROD) and financed by the USAID. He coordinated multidisciplinary teams with multisectoral intervention strategies for value chains of dairy, sesame, honey, aromatic herbs, agri-food fairs, grains and cassava to increase the income level of 18.000 small farmers and indigenous communities.

During 2019-2021 he has performed as independent consultant and entrepreneur focused on circular economy, being a director of the MERENCENA start-up, which upcycles barley bagasse seed and prototypes of bioplastics and bio cardboard. In 2017-2018 he worked as consultant for Plan International Inc. (in Paraguay), in the SAPEA Program (AECID and Ministry of Labor, Employment and Social Security) to train and elaborate individual business plans with 700 rural youth. During the same period of time, he conducted face-to-face training for 1.230 small farmers and 12 agricultural technicians in Financial Education and Parametric Agricultural Insurance for sesame, corn and beans; elaborated the training manual on financial education on agricultural insurance. From 2010 to 2012 he worked as finance and policies coordinator in the USAID Paraguay Productivo Program (implemented by Carana Corporation USAID/Paraguay), through which more than 10.500 new loans were arranged for small rural producers in 30 months with private IFIs, publics and cooperatives. During 2006-2010 he performed as Microfinance Manager at Banco Delta S.A. (Panamá city) and Activas Leader in the transition to the new banking core.

He has published materials and applications such as Bienvenido a tu bienestar financiero (Welcome to your financial well-being): A practical guide for mayors, wage earners, micro-entrepreneurs and farmers to improve their income and get out of debt; Ahorra 2 app (Save 2), eight modules with Financial Education content with multiple choice questions and answers, sponsored by the IDB/MIF and PERSONAL, available during 2016-2017 in the GooglePlay stores for various countries. Environmental Engineer Paloma Nuñez Consultant

Paloma Mercedes Núñez von Lücken is an Environmental Engineer by the Universidad Nacional de Asunción (UNA), received with distinction. She has a Diploma in Management, Formulation and Evaluation of Social Programs and Projects. She is completing a Diploma in Restoration of Ecosystems and Environmental Services (FIRE/INECOL MX) and studying a Master in Forest Sciences (FCA-UNA).

She has participated in seminars, workshops, among others in Project management, environmental management, environmental legislation, biodiversity conservation, ecosystem restoration, biological corridors and protected areas, renewable energy, water resources, among others. She has vast experience in Project management. She has worked in the CONACYT Program “PROCIENCIA”, in strengthening human capital for I+D, taking care of all logistic and execution of 4 editions of the Diploma in Science, Technology and Society (CTS), in cooperation with the OEI. While at CONACYT she has participated in the evaluation and selection of the BECAL beneficiaries. In addition, she has worked in the sustainable construction sector in the Paraguay Green Building Council (PYGBC), where she has participated in the writing of Paraguayan Standards of Sustainable Construction (INTN-PYGBC).

At A-Fines, has collaborated with projects about evaluation of environmental-legal compliance in farms (Solidarity Foundation), corporate evaluation of FAO Paraguay, elaboration of recommendations for alignment to environmental-legal compliance and of plant-protection products, design and elaboration of polls in situ (JICA), recommendations about organic waste management and edition of final documents. Agricultural Engineer Delia León Consultant

M.Sc. in Biotechnology, specialist in agri-biosecurity, good agricultural practices (GAP).

Delia Mariel León Fernández is an Agricultural Engineer by the Universidad Católica Nuestra Señora de la Asunción (UCA), M.Sc. in Biotechnology by the Centro Multidisciplinario de Investigaciones Tecnológicas (DGICT) of the Universidad Nacional de Asunción (UNA) and specialist in Seeds science and technology by the Federal University of Pelotas and APROSEMP.

She has taken courses about technological innovations, genetic improvement in plants, biosafety with OGM’s, agricultural biotechnology, sustainable agriculture, pesticide management, international regulations for Phytosanitary Measures (ISPM), pest Rick analysis for Quarantine pests and categorization of products and/or by-products of plant origin according to their phytosanitary risk. She worked at the Regional Center of Agricultural Investigation at Capitán Miranda, as a field technician officer and at laboratory, and in precision agriculture at Agricon S.A. Also, she served as associated investigator in the sesame research line for projects funded by INBIO and CONACYT. In addition, she served as a technician in the public function for 4 and a half years, providing service for SENAVE in the Biosafety, Seeds and Plant Protection Directorates.

She has collaborated with A-Fines in projects related to peasant training, productive system evaluation and formulation of recommendations for management of sustainable farms, data collection for the evaluation for the corporate outcome evaluation of FAO-Paraguay, as well as in logistic support in the elaboration of proposals for open call projects, such as PNUD and JICA. Nowadays she is working in INBIO as responsible of seeds production for the Sojapar brand, as well as the implementation of the germplasm value capture system for the same.

Accountan Alverio Medina Consultant

Alverio Indalesio Medinais an Accountant and Administrator by the Universidad Católica Nuestra Señora de la Asunción (UCA), where he also obtained a postgraduate diploma in Auditing and Management Control.

Gladys Margarita Román Dávalos is an Accountant by the Universidad Técnica de Comercialización y Desarrollo (UTCD). She took courses about public financial administration, systemic organizational development, budgetary policy aspects, royalties, municipal finances, budgetary planning tools; project elaboration, management and evaluation, among others. She worked as an Accountant at the Caazapá City Hall, Moisés S. Bertoni City Hall, Yegros City Hall, Yuty City Hall 3 de Mayo City Hall and Coronel Maciel City Hall.

In the field of Projects, she elaborated and implemented Productive Projects at Caazapá under the PARN-IRC Rural Community Investments Project. She worked for the GIZ as a consultant in plenty of projects related to budgeting, monitoring of land use plans, citizen engagement, trainings, among others. She did consultancies projects for the Ministry of Justice and Labor (SINAFOCAL); she did train in organizational, accounting and financial issues under the project Paraguay Rural (MAG-DINCAP); consulting for Foundation Actions Against Hunger (AAH) and provided technological services in the IV stage of the Upgrading of Modernization of Agricultural Support Management Program implemented by the MAG. Agricultural Engineer Elisa Ferreira Pérez Consultant

Elisa Sebastiana Ferreira Pérez is an Agricultural Engineer by Universidad Nacional de Asunción (UNA) the and Master in Planning, Food and Human Nutrition by the University of Chile, by a scholarship granted by the United Nations University (UNU). She took various courses about agricultural extension, rural development, rural leadership, agri-food economy, nutrition, agriculture and fruit production and educational methodologies in Italy, Spain and at national level. Likewise, she has participated in seminars, workshops, congresses and others, related to the fields of nutrition, women empowerment, human ecology, train trainers, HACCP, methodologies of entrepreneurial skills in the training of entrepreneurs, in Argentina, USA, Chile, Brazil and Paraguay.

She has more than 10 research investigation published in the field. She is a university teacher in degrees and post-degrees at the Agricultural Sciences School of the UNA. She has worked in the review of curricula of international educational institutes: Kansas State University (USA), Institutions of Higher Education of University and Rural Development at Colombia and Universities and Rural Development Programs at Chile. During her career she has worked for the UNA as a teacher in several graduate and post-graduate subjects, as a member of the board of directors and as Director of the Engineering in Human Ecology Major. She has also worked in Agricultural-Livestock Extension at the Ministry of Agriculture and Livestock (MAG). She has worked as a consultant of many projects for organisms such as IICA, MAG, JICA, Bischöfliches Hilfswerk Misereor E.V. (MISEREOR), Foundation Actions Against Hunger Spain in Paraguay, FAO and AECID, in areas related to agricultural technologies in peasants’ systems, engagement and gender approach, peasant organizations, women roles, nutrition and feeding of rural communities, economic, social and environmental diagnoses, among others. She collaborates with A-Fines in programs and projects related to food and nutrition security and rural development.

Agricultural Engineer Celso Giménez Rolón Consultant

M.Sc. in Agricultural Economics, Specialist in agricultural and rural development, Socio-economics of Family Farming, Planning and coordination of agricultural services in Value Chains, Participatory and territorial framework.

Celso Giménez Rolón is an Agricultural Engineer by the Universidad Nacional de Asunción (UNA) and M.Sc. in Agricultural Economics by the Kansas State University, KSU-EEUU. He has done trainings in project formulation and evaluation, regional planning, strategic planning under gender frame, environmental issues in agricultural project and programs. In the academic field, he was member of the curricular team for the creation of the Engineering Degree in Human Ecology at the Faculty of Agrarian Sciences (UNA), where has been working as part-time teacher since 1.994.

As independent consultant he has worked in several initiatives, especially in agricultural and rural development. During 3 years (2013 and 2016), he has worked as an Agricultural Coordinator for FECOPROD/USAID, under the frame of the Inclusive Value Chain Program in four departments in the Northern of the Eastern Region of Paraguay. Later in 2020, he was part of the Consultancy team of the Inter-American Institution for Cooperation on Agriculture (IICA) for the preparation of the Institutional Analysis Annex of the Conclusion Report of the Sustainable Rural Development Project (PRODERS). In 2021, he worked as World Bank consultant for the preparation of the study “Identifying Opportunities for Strengthening of Agri-food Chains in Paraguay”, as part of an advisory to the Ministry of Agriculture and Livestock.

He has participated in several institutions and companies’ initiatives, such IICA, World Bank, IDB, FAO, OGAPY-SEPA Partnership, Geosurvey, MONITOR, Tekoha Partnership, General Directorate os Statistic, Surveys and Censuses-DGEEC (current INE), UNFTA, STP, MAG. In the institutional spheres of the DGEEC and IICA, he has published a study on Socioeconomics Conditions of Small Rural Farms, and on Characterization and Typologies of Family Farming in Paraguay, respectively. At A-Fines he has completed in 2018 the preparation of the “Plan Estratégico Sectorial de las Estadísticas Agropecuarias y Rurales – PESEAR” (Strategic sector planning of farming and rural statistics), a Paraguayan case. Venus Margarita Caballero Almada is a Human Ecology Engineer by the Universidad Nacional de Asunción (UNA) and has done a Master in Environmental Sciences and Public Policies at the UNA. She has more than 20 years of experience working in Rural Development, Extension and Gender. She took post-degree courses in areas related to human rights, public policies, food security and nutrition, participative and sustainable social-development, gender, Value Chains, planning and strategic management, micro-enterprises management, train trainers, prepare and management of development projects, strategies of conflicts negotiation and administration, in countries like Chile, Senegal, Colombia, Japan, Brazil, Israel and Paraguay. She has been a university teacher at the in the Agricultural Sciences School, Human Ecology Degree, at UNA.

She has worked for the Ministry of Agriculture and Livestock (MAG) as Advisor in Gender and Family Farming, Director of Gender and Rural Youth, Focal point of Gender at the REAF MERCOSUR from Paraguay, among other positions. Agricultural Engineer Emilio Valiente Consultant

Emilio Valiente Valiente is Agricultural Engineer from Earth University, Costa Rica, M. Sc. in Socio Environmental Economy from the Centro Agronomico Tropical de Investigacion y Ensenanza, Catie, Costa Rica. He is currently completing a Master's Degree in Agribusiness and Rural Development at San Carlos University, Paraguay. He has taken courses in areas related to "quality management" program, sustainable livelihoods approach for agricultural and rural development, environmental impact assessment, participatory local social development, geographical information system and use of Arcgis 9.1, management technique of forest systems in small farms, JAS accreditation for production managers, support for decentralization and use of census information, development management: agricultural business management.

He has done consulting in the framework of strengthening agri-environmental policies in Latin America and the Caribbean countries, in the national diagnosis for the generation of agri-environmental recommendations in public policies and coordinator for the Elaboration of "Baseline and Analysis of the Chain of Value of Cotton and Family Farming". He has been executive director and international expert in projects, rural organizations and focalization, Ministry of Agriculture and Livestock / IFAD. Expert in developing participatory business plans, project management, external evaluation on the performance and scope of the Paraguay Organic Association. In the last 7 years, he has served as specialist consultant in Rural Development for IFAD, to design, supervision and projects evaluation. In addition, to carry out evaluations of green production projects for GEF/UNDP. Agricultural Engineer Doria Baranda Consultant

Doria Catalina Baranda de Salinas is Agricultural Engineer from the Agricultural Sciences School of the National University of Asunción (UNA), Master in Development from the Agrarian Sciences School of the National University of Asuncion (UNA) and she has two diplomas in Development of Micro*regions and rural settlements by MASHAT / CERUR, Israel and Diploma in Social Project Management by INDES / IDB. She worked as Assistant of Technical Coordination, Technician of Monitoring and Local Development and responsible of Monitoring and Evaluation in Food and Nutrition Sovereignty and Security Programs financed by AECID, in Local Development Projects financed by the EU, for the Foundation Action Against Hunger, Paraguay – Bolivia Mission. In the Social Action Secretariat, she was responsible for monitoring and evaluation. Among the activities carried out, stands out the Monitoring and Evaluation of the Tenonderã Program. Agricultural Engineer Andrea Samaniego Consultant

Andrea Adaliz Samaniego Ramos is Agricultural Engineer from San Carlos Agricultural University – Asuncion Headquarters. She has completed the specialization in Landscaping and Garden Design by Innova Club, Argentina 2020. Currently, she is participating in the specialization of design and construction of gardens and parks in EADIC-Spain. She has taken postgraduate courses in areas related to Risk Management, Public Policies, Value Chains, Food Safety and Nutrition, Training of Trainers, among others. She specializes in consultancies by product of Family Farming and case studies in the framework of Gender Equity since 2020. Her collaboration with A-Fines began in 2014 with the “Sustainable Management of Natural Resources Project”.

She has been part of several programs and projects fulfilling different roles attending to the position of facilitator and co-facilitator, responsible of focus groups, information gathering in field data collection, transcription of final data, loading of data in electronic spreadsheets and document editing. In April 2016, she collaborated in the “Program for the Modernization of the Public Management of Agricultural Support” (PAGRO), hired by the Consultancy firm E+E Economic & Statistics for Development. In the same year (September), she plays as co-facilitator in the “Strategic Planning of the Flower Chain in Paraguay”, hired by A-Fines.

She participated as a technical administrative professional in the development of the Joint Program of Food and Nutritional Security (PCSAN) for the Food and Agricultural Organization of the United Nations (FAO). Carmen Florencia Molas Pérez is Environmental Engineer from National University of Asuncion (UNA), has a postgraduate degree in environmental law. She took courses on Environmental Impact Assessment of Projects and Environmental Audit financed by the Ministry of the Environment and Sustainable Development (MADES), Integrated Management of Water Resources taught by Alter Vida and Faculty of Engineering (UNA) with funding from the Spanish Cooperation, Composting art by the National Institute of Industrial and Ministry of Production Development of Argentina. She is Quality Manager according to ISO 9001:2015 Standard and the best graduate Technician in Industrial Safety and Occupational Health by the Vice Ministry of Labor, Employment and Social Security.

She worked as consultant for the United Nations Development Program (UNDP) as project evaluation technician in the DGGCARN of MADES. She was in charge of Safety and Hygiene at Urban Reconversion Program and Metrobus in the Multinational Mota-Engil, Engineering and Construction S.A., and as responsible for the Quality Management System of the ISO 9001, 14001 standards in Engineering SAECA. She is the founder of the Nation of Compost triple impact enterprise, generating opportunities for recyclers in a state of vulnerability and reducing solid waste at the source with an emphasis on environmental and social education. Psychologist César Talavera Galeano Consultant

César Talavera Galeano has a degree in Psychology from the Catholic University of Asuncion (UCA), with emphasis on Social-Labor, his thesis was on Strategies for Organizational Development. He has a Master´s Degree in Business Administration from MAE-UCA USAID Program, and is a graduate of the Doctoral Program in Psychology from the Faculty of Philosophy of the National University of Asuncion (UNA). In addition, he specialized in Psych-sociology of Work and Organizations in Milan, Italy, through a scholarship from the Government of Italy in the Italo-Latin American Institute.

He was Ministry Secretary of the Public Function and them Director of University Extension of the UNA, where he retired from public service. He served as advisory member of CONACYT on behalf of Public Universities. He was Director of the Service Training Center, dependent of the FCE, an institution oriented to the service of companies and organizations, where he was previously Head of the Research Department. He held the position of Human Resources Manager of the Yacyreta Binational Entity. He was professor ranked by the UNA, where he held chairs in the faculties of: Law and Social Sciences, at the Polytechnic; in Economic Sciences and in Philosophy. Today he is a university professor in postgraduate courses at UNA and the University of the Southern Cone of the Americas (UCSA). Patricia Ernestina Pastore Burgstaller is Architect from the National University of Asuncion (UNA), with Postgraduate studies in Architecture and Urbanism at the Technical University of Aachen, Germany. She took courses on monitoring the impacts of programs and projects, project evaluation, strategic planning, gender and citizenship, in the management system of the German Development Cooperation (GIZ) for sustainable development or Capacity Works and others.
