Agricultural Engineer Ross Mabel López International Consultant

Postgraduate in Environmental Management, Master in Internacional Cooperation and Development

Ross Mabel López Vega is Agricultural Engineer from the National University of Asuncion (UNA), she has a Postgraduate Degree in Environmental Management from the National University of Asuncion (UNA), a Master´s Degree in International Cooperation and Development from the Institute for Advanced Study of Pavia – IUSS, Italy. She took courses in the areas of food and nutritional security policies, territorial social management, project design, beekeeping enterprises.

She worked as a liaison in the FAO Representative Office in Paraguay, in the general supervision of projects at the national and regional level. At the Faculty of Agricultural Sciences (FCA) of the National University of Asuncion (UNA), she worked in the Coordination of International Relations and Institutional Evaluation, as Coordinator of the professor and student mobility with foreign universities, thesis advice, research according to lines of interest of the FCA in the theme of Development, International Cooperation and Environment. With the organization Copenhagen Initiative for Central America and Mexico (CIFCA), Brussels, Belgium, she reviewed project proposals for the European Union (EU), analyzed technical documents, organized meetings with representatives of other entities and members of the EU, advocacy and lobbying, monitoring activities related to the network on agricultural and environmental issues. With the Directorate for Project Coordination and Administration (DINCAP) of the Ministry of Agriculture and Livestock (MAG), she worked on the coordination of activities between field projects, presentation of follow-up reports to the Program such as Technification, PRONAF, SEPIR, Paraguay Rural, FOCEM and accompaniment during project evaluation mission, preparation of proposals for new cooperation with donor and financial entities. At A-Fines she has accompanied projects related to value chains, private investment market studies.

Ph.D Lyliana Gayoso International Consultant

Economist with more than 10 years’ experience in economic analysis and policy evaluation. She specialized in survey design, data harmonization, and quantitative analysis based on advanced statistical models. She has vast experience in independent analytical work and research projects in labor economics, poverty and equity, climate change, and disaster risk reduction. Ability to communicate research and technical analysis to all types of audiences. Passionate about reducing barriers to educational progress around the world.

Lyliana Ervin Gayoso is Ph. D. in Economics, Washington State University (WSU) Pullman, WA, EEUU. Dissertation: Essays on the economics of education and the language of teaching. M. Sc. in Economics from Washington State University (WSU) Pullman, WA, USA. Int. in Commerce and Economic Cooperation from the Kyung Hee University (KHU) Suwon, Korea. She has worked for several international organizations as well as for the Government of Paraguay.

In the last three years, she has been working as a consultant at the World Bank for Latin American and Africa, on various topics related to poverty and equity. Also, as a consultant for the United Nations Development Program (UNDP) in the Paraguayan office. She led the construction process of the Second Voluntary National Report on the country’s progress towards achieving the Sustainable Development Goals (SDG). Previously, she worked for the Organization of Ibero-American States for Education as Education Economist. Also, she worked for the UNDP as Poverty and Education Specialist, among others. In Paraguay, she was the link between the Washington DC office and government officials in Paraguay, projections made of Paraguay’s macroeconomic variables for the World Bank. She has worked in the public function as Director of Economic Analysis in the Technical Secretariat of Planning, and also worked as a consultant for the Ministry of Education and Sciences to evaluate the program “Leo, creo, aprendo”, which was implemented as a pilot in selected elementary public schools in Paraguay.

She taught at the American University of Asuncion, at the Paraguayan-German University as a professor of Statistics and Econometrics and at Washington State University Pullman, WA as a laboratory instructor/teaching assistant, and currently she is Professor of Economics at Meredith College in North Carolina, USA She has collaborated with A-Fines in the development of two targeting instruments for social programs for the government of Paraguay, a proxy test (PMT) to identify households experiencing monetary poverty, and the multidimensional poverty index (MPI) to identify households that live in multidimensional poverty.

Industrial Engineer Carlos Fraginals International Consultant

Carlos Manuel Fraginals de la Torre is an Industrial Engineer by the University of La Habana, Cuba. He also took specialization courses in Cuba, Czech Republic, Slovak, Spain, Russia, Ukraine, Bulgaria, in areas related to machines, instrumentation, detection, advance technologies, automation, industrial electronics, electrical drives, pneumatics, hydraulic, resistance of materials, among others. During his career he has worked in Projects of several types of industries (rice, chia, sesame, vegetable oils, pneumatics, glass, ceramics, cement, concrete, aluminum, alcohol, aqueducts, energy production, biomass, refineries, etc.) in Cuba, Czech Republic, Slovak, Spain, Canada, Dominican Republic, Angola, Kenya, Germany, Russia, Bulgaria, Sweden, United Kingdom, Hungary, Ukraine and Rumania.

In Paraguay, he has worked (2012/2016) for institutions such as CORPORACIÓN HOI, Logistic Trade Company (LTC) S.A., EVI Paraguay, ALCOEX, Ceramic La Linda, IMPACTO, BELTROM, CONSULTRADING, BIOEXPORT, A-Fines, among others where he has collaborated in several areas, to mention some examples: projects of new industrial plants, remodeling and expansion, Industrial Management, Director of Industrial Projects, Plant Manager, Technical Assistance, Technical Industrial Consultant, industrial automation and control, optimization of the use of machines, metallurgy. He is an author of plenty of technical publications and has participated in scientific events, where he has obtained the category of “investigator” by the Sciences Academy of Cuba. He has collaborated with A-Fines in projects related to technical-economic feasibility studies and designs of plants for the elaboration of rice and products derived from it.

M.Sc. in Economic Development Faruhk Kasimov International Consultant

Faruhk Kasimov holds the title of Master in "Economic Development", Finance and International Relations obtained in Germany and Tajikistan. Experience in Development Projects, experience in coordination between government, donors and financial intermediaries (IFIs), both locally in Tajikistan and in Germany.

Deep knowledge in the field of Climate Finance, and work experience in promoting climate resilience technologies for several sectors. Practical experience in facilitation and negotiation at the government level to identify cooperation sectors. Experience in evaluation and monitoring of the financial sector in Tajikistan, through work in several development banks such as KfW, EBRD, ADB. Experience in analysis of investment projects and preparation of credits for projects, as well as preparation of guarantees and financing agreements.
